1、Introduction to center
The Collaborative Innovation Center for Resource Utilization and Treatment of Industrial Organic Solid Waste is based on the Collaborative Innovation Center for Resource Utilization and Treatment of Organic Solid Waste in the Production Process. Led by the school, it was jointly recognized as the "Provincial 2011 Collaborative Innovation Center" by the Sichuan Provincial Department of Education and other departments in November 2015 through cooperation in "government, industry, education, research, and application". Co construction units include Tsinghua University, Tongji University, Shanghai University, Sichuan University, China Academy of Engineering Physics, Sichuan Academy of Environmental Sciences, China Academy of Aerospace Science and Industry, Chenguang Chemical Research Institute, Ministry of Agriculture Biogas Science Research Institute, Sichuan Zigong High tech Industrial Park Management Committee, West China Energy Industry Co., Ltd., Beijing Jinyu Mangrove Environmental Protection Technology Co., Ltd Shanghai Solid Waste Disposal Center and other units.

4、Operation mechanism
1、The Central Council was established under the leadership of Sichuan University of Light Industry and Technology, with one chairman and five vice chairmen. The council is mainly responsible for the development planning, fundraising, and use of funds of the center, and the daily work is the responsibility of the center director.
2、The center has established an academic committee, appointing one director, one advisor, four vice directors, and ten members for a term of five years.
3、The center has appointed one director with a term of 5 years. The center's office is located at Sichuan University of Technology, responsible for daily affairs and specific project management of the center.
4、According to the needs of the central task, the academic committee of the center will coordinate the top-level design of project selection, financial support, technology development, and system integration. Through an internal hierarchical target responsibility system and institutional guarantee system, it will guide the expansion and deepening of collaborative innovation among all parties involved in "government industry academia research and application".
5、Establishing a daily management system for the center: empower the heads of various collaborative research directions with sufficient management and execution authority, simplify management procedures, and improve innovation efficiency; Clarify task objectives, eliminate artificial assessment nodes and indicators, adopt various methods for stage supervision and inspection, focus on evaluating the talent team, innovation ability, integration of industry, academia and research, and technical services after project implementation.
6、Establishing a sound internal control and supervision system: In platform construction, there are many units and departments involved, strict approval procedures are implemented to avoid and reduce unreasonable expenses. At the same time, improve the audit system, strengthen audit supervision, and the internal audit department should conduct regular inspections to promptly identify loopholes in internal control. In response to new problems, situations, and weak links in implementation, corrective or improvement measures should be proposed. Strictly implement project budgets, strengthen process control management, improve the professional quality of financial personnel, ensure prevention and control of financial management risks, and effectively ensure the sustainable, stable, and healthy development of the center.
